NOTES






1 -- The first record found for William R. Cozens is "An inaugural dissertation on the chemical properties of atmospheric air : submitted to the examination of the Rev. John Ewing, S.T.P. provost, the trustees and medical professors of the University of Pennsylvania : for a degree of Doctor of Medicine, on the twelfth day of May, 1791 by William R. Cozens, of New-Jersey, member of the Philadelphia Medical Society."

In May 1811, Dr. William R. Cozens was the Grand Sachem of the Tammany Society of Washington. See The National Intelligencer, 23 May 1811.

A "Dr. Cozens", agent for the United States, but whose identity is not specified further in the newspaper accounts, was sent from Washington in June of 1812 to deliver the intelligence of the declaration of war against Great Britain to New Orleans (National Intelligencer & Washington Advertiser 14 July 1812) then to the Creek Nation (Eastern Argus 19 Aug. 1812). Then in September, Dr. Cozens (probably the same person) arrived in Baltimore from Washington bearing orders for the Secretary of the Treasury to return, as General Hull and his whole army had been captured by the British at Detroit (Commercial Advertiser, New York City, 1 Sept. 1812; New-York Gazette 1 Sept. 1812; City Gazette, Charleston, S.C., 7 Sept. 1812).

City of Washington Gazette, 15 June 1818:
   An accident, which took place whilst some
boys were bathing near this city, in the Potomac,
on the 29th of last month, has, from a correct
source, been related to us as follows:  The se-
cond son of the late Mr. Hellen got out of his
depth and sunk : on the alarm of his school fel-
lows, one Butler, a black man, succeeded in bring-
ing him out, apparently drowned.  Dr. Cozens, 
a gentleman always active in a philanthropic 
pursuit, on viewing the body, concieved, that by 
immediate judicious assistance he might restore
life; accordingly, by inflating the lungs with air, 
and subsequent applications under the Doctor's 
direction, the lad was brought to life.


From the Daily National Intelligencer, of Washington, D. C., 31 Oct. 1823 issue:
  Casualty. - Yesterday morning, Dr. Cozens,
an old inhabitant of this place, was found dead at 
the bottom of a vault recently dug for an ice-
house, on the public square in the rear of the
General Post Office.  The preceding night was
one of the darkest we have ever seen, insomuch
that one literally could not see his hand before 
him.  It is supposed the deceased was attempting
to cross over from 7th street to F street, and was 
unaware of the excavation, which had been made
very recently.  The marks of the point of his
umbrella, as if made in feeling his way, were visi-
ble on the very verge of the pit.
   This is a practical lesson of the necessity for 
lighting the city more regularly.  No stranger in
the city could last night have found his way from 
one square to another, and scarcely from one side 
of the street to another.
Similar articles appeared in other newspapers, and some of them, such as the item in the Essex Register of Salem, Mass., identify the victim as "Dr. William R. Cozens, formerly of Philadelphia".

Letters of administration for Dr. Cozens were issued by the Orphans' Court, Washington County, District of Columbia, on 20 Feb. 1824. See, for example, the Notice placed by Charlotte Cozens, Administratrix, in the Daily National Intelligencer, 7 July 1824.

George S. Bulfinch, admr. de bonis non, of John Gould-
                ing, deceased.
                      vs.
Charlotte Cozens, widow of William R. Cozens, de-
   ceased, Horatio Cozens, George Wevill and Harriet
   his wife, Gustavus Cozens, and Eliza Cozens, the 
   heirs at law of the said W. R. Cozens.

The bill states that George S. Bulfinch, administra-
tor D. B. N. of John Goulding, hath obtained a
Judgement against Charlotte Cozens, administratrix of 
W. R. Cozens, deceased, for a debt which accrued in 
the life-time of the said Cozens, and that the personal
estate of the said W. R. Cozens is exhausted, and pray:
that the real estate may, by order of the Court, be subject-
ed to sale, in aid of the personal.  And it sets forth that
the said real estate consists of lots numbered one, and
two, and parts of lots 18 and 19, in the square 75, in 
the city, and that certain of the defendants reside out of 
the District of Columbia, and beyond the jurisdiction of 
this Court.  And it appearing to the Court, that Hora-
tio Cozens, George Wevill, and Harriet, his wife, and 
Gustavus and Eliza Cozens, are beyond the jurisdic-
tion of this Court - it is therefore, this 2nd day of July,
1827, ordered that the complainant give notice of the 
substance and object of his bill, to the said absent de-
fendants, by publishing a copy of this order in the Na-
tional Intelligencer once a week for six weeks, warn-
ing the said absent defendants to be and appear in the 
Clerks office of this Court on the first Monday of De-
cember next, to make answer to the said bill, or that 
the same will be taken for confessed against them; pro-
vided the first appearance of this order be before the 
first Monday of August next.  Done at July Rules, 1827

The notice of the Chancery sale of one of the pieces of property appears in the National Intelligencer, 7 Aug. 1829: "Chancery sale prt of lot 18 in sq 75 which Wm R Cozens died siezed, being 1/2 of the said lot on Pa av Wash city."

37 -- Rush Steele, at that time a machinist on the US Navy cruiser Chicago, disappeared while on his way to the Government hospital at Mare Island, in San Francisco. He had actually died of acute pulmonary congestion at the San Francisco City and County Hospital. Although the City hospital had established his identity, no attempt was made by anyone at that hospital to contact his mother or his sister or the US Naval authorities, and Steele was buried in the San Francisco Potter's Field. 39 -- In October 1879, Marshall Steele was shot in Martinsburg, West Virginia, by a man named William Lemon. The reason for the shooting was that Steele offered to bet that William T. Hamilton would be elected Governor of Maryland. By mid-November 1879, Steele had recovered well enough to get married. See articles in The Washington Post, 28 Oct. 1879, p. 4 (the shooting), 19 Nov. 1879, p. 4 (the wedding), and 17 Dec. 1888, p. 6 (the subsequent divorce).

67 -- Charles Magruder was killed in the collapse of the flimsy footbridge across Newtown Creek connecting Laurel Hill with Meeker Avenue (today near where I-278 [the Brooklyn-Queens Expressway] crosses Newtown Creek [south of the interchange with the Long Island Expressway (I-495)]). See the various articles in The New York Times through at least 17 Jan. 1894 [p. 3, where his body is discovered]. His orphaned children were taken to Washington, D. C., and placed in the Washington City Orphan Asylum. William and Harriet were taken on 3 Aug. 1897 by Miss Emma S. Jones of Culpeper, Va., but she never adopted them. Viola was taken on 7 June 1897 by Mr. and Mrs. Robert Edward Powell and renamed Violet Magruder Powell.
